A dollar sign is typically used inside a formula to make a cell reference as a constant.
Lets say you have Exchange rate in cell B1, and various prices in Column C, starting from C3
And you have a formula in D3 = C3 * $B$1
When you copy paste this formula to D4 it will appear as = C4 * $B1$1, which means the cell B1 in the formula remains constant.
This concept can be used in different ways.
The rule is that when you use $ in front of the letter in a cell ID, that column gets locked. So if you use $B1, only column B is constant. When this is used in a formula, only row number will change correspondingly.
Similarly, when you use $ in front of the number part of the cell ID, the row gets locked or becomes constant.
And when you use the both the cell becomes constant, just like in the above example.
