Could it be argued that Dutch is more international than German, as it's officially spoken outside Europe, whilst German is predominantly a Central European language, spoken in D, CH, AT, B, LU & parts of South Denmark, North Italy & East France?

The first and foremost criteria to determine whether a language is International is how widely the language is spoken and learned as a foreign language. If you have to compare these two languages in terms of the number of speakers, then there are approximately 220 million German speakers, whereas 23 million people speak Dutch. 

 

Regarding the most studied languages in the world, German stands tall as one of the seven most learned languages. On this scale, German wins without a shadow of a doubt. 

 

Dutch is a national language in Suriname and the official language in several reasons namely European Union, South American Union, Benelux and Caricom. You’ll also find Dutch-speaking regions in several countries, but we can’t find much effect outside Europe and even in some parts of the Netherlands. 

 

On the other hand, German is widely spoken in many other countries. Not just that, Germany being a powerful Economy, attracts many people from different countries. Nowadays, looking at job prospects, and other career options, more and more people are learning German. 

So, coming back to your question, it is questionable to say that German is only a Central European language, and Dutch is more international than German.
